Pacific Fiscal Budget Support 2020-2023 Evaluation Report

The Pacific COVID-19 Fiscal Budget Support package provided AUD498 million to Pacific Island countries and Timor-Leste over a three-year period (2020-2023). The aim was to help countries mitigate the risk of fiscal crisis, maintain essential services and protect the vulnerable through targeted and temporary support.

The evaluation assessed the effectiveness, efficiency, sustainability, gender equality and disability inclusion of the package across 12 countries: Fiji, Papua New Guinea, Tonga, Samoa, Solomon Islands, Vanuatu, Kiribati, Federated States of Micronesia, Republic of the Marshall Islands, Nauru, Tuvalu and Timor-Leste. The findings will be used to inform the next Pacific direct financing package.

Parenting matters, a lot. We’ve worked across government and non-government organisations to help develop effective early childhood and family support policies, which benefit not only children, but the family and community at large. 

We also work to advocate for investing up front in the education, health and wellbeing of children and young people, demonstrating it pays dividends for broader social and economic development across the globe.

Covid-19 has placed unprecedented pressure on our economy. As economic recovery efforts continue in Australia and internationally, we’re focused on policies that help generate employment and opportunity for everyone, but especially women and those experiencing intersecting vulnerabilities. Delivering pragmatic, practical policy solutions that support more inclusive economic growth and development is central to our work.

Closing
the gap

We strongly support the work of Aboriginal and Torres Strait Islander led organisations and their partners in closing the gap and pursuing strengths-based approaches to addressing inequality, valuing Aboriginal and Torres Strait Islander knowledge and ways of being. We work in partnership with organisations to provide economic analysis and policy reform options with the aim of improving life outcomes for Aboriginal and Torres Strait Islander people across the country.

We are passionate champions of women. Our work helps shape economic opportunities for women and helps enable gender equality to be an engine for economic growth and social development. Gender and distributional analysis is central to all that we do. We promote women’s leadership, including in our own fields of economics, social policy and international development.

Australia has one of the world's leading healthcare systems and has taken big steps forward in the provision of disability and social support services over the last decade. We help shape policy to drive improvements to the quality and delivery of care, working to improve access for all Australians, maintain affordability and ensure sustainability. We also help support countries throughout our region improve their standard of healthcare and social services. Better health and wellbeing outcomes are essential to creating better social and economic outcomes.

Social and
affordable housing

Housing affordability and security is a persistent and growing challenge in Australia. Many Australian cities, regional centers and remote communities face a significant shortfall in affordable and social housing, with long waitlists contributing to rising homelessness. We’ve helped demonstrate the impact of investing in social housing and developed roadmaps to accelerate progress, helping to keep people safe, and promote economic prosperity.

Australia has a responsibility to work in partnership with our region, to improve social development, economic integration and shared prosperity. We are equipped to work with government, the private sector and non-government organisations who champion innovative, sustainable development globally. 

Rising
disadvantage

Inequality is changing and rising across Australia and across the globe. This is leading to widespread disadvantage, through unemployment, social isolation, rising debt, housing stress and other factors. We work with our clients to develop policies that can ease disadvantage and promote both social and economic equity in Australia and throughout our region.
